 झारखंड में गरीबी एक गंभीर समस्या बन गई है। राज्य की अधिकांश जनसंख्या ग्रामीण क्षेत्रों में रहती है और कृषि पर निर्भर है। हालांकि, फसलों के हानि और कम मजदूरी के कारण यहां के लोग गरीबी के जाल में फंसे हुए हैं। इस परिस्थिति में उनके लिए स्थायी आवास का व्यय करना भी कठिन हो जाता है।

इसी दौरान, मुख्यमंत्री हेमंत सोरेन ने 15 अगस्त 2023 को "अबुआ आवास योजना" की घोषणा की। इस योजना के अंतर्गत, राज्य सरकार द्वारा गरीब परिवारों को बिल्कुल मुफ्त में तीन कमरों वाला स्थायी आवास प्रदान किया जाएगा। यह एक सराहनीय कदम है जिससे हजारों गरीब परिवारों को लाभ होगा।

अबुआ आवास योजना झारखंड के नागरिकों के लिए एक बड़ी सहारा होगी। राज्य सरकार ने इस योजना को सफल बनाने के लिए समर्पित है और इसके लिए पर्याप्त संसाधनों की प्रदान की है। आशा है कि यह योजना झारखंड को एक मजबूत और समृद्ध राज्य की दिशा में कामयाबी दिलाने में सहायक होगी।

अबुआ आवास योजना के लिए पात्रता

  • आवेदक को झारखंड राज्य का मूल निवासी होना चाहिए।
  • आवेदक के पास रहने के लिए अपना घर नहीं होना चाहिए।
  • आवेदक को इस योजना के लिए आवेदन करते समय अपना आधार कार्ड, निवास प्रमाण पत्र, राशन कार्ड, आय प्रमाण पत्र, मोबाइल नंबर और पासपोर्ट साइज फोटो जमा करना होगा।

अबुआ आवास योजना लाभार्थी सूची

  1. कच्चे घरों में रहने वाले परिवार,
  2. आवासविहीन एवं निराश्रित परिवार, 
  3. विशेष रूप से कमजोर जनजाति समूह (PVTG) के परिवार,
  4. प्राकृतिक आपदा के शिकार परिवार, 
  5. कानूनी तौर पर रिहा किए गए बंधुआ मजदूर एवं वैसे परिवार, 
  6. जिन्हें राज्य सरकार अथवा केंद्र सरकार द्वारा संचालित आवास योजना तथा प्रधानमंत्री आवास योजना-ग्रामीण / बाबा साहेब भीमराव आंबेडकर आवास योजना / बिरसा आवास योजना / इंदिरा आवास योजना का लाभ नहीं मिला हो।

झारखण्ड अबुआ आवास योजना में प्रावधान किया गया है कि पात्रता मापदंड के अनुसार लाभुक की स्थायी प्रतीक्षा सूची ग्राम सभा में तैयार की जाएगी। 

On October 18, 2023, the Jharkhand cabinet committee granted approval to the Abua Awas Yojana. Under this initiative, the state government aims to offer three-room houses free of charge to the economically disadvantaged. The residences provided through the Abua Awas Yojana will be more spacious compared to those offered under the Pradhan Mantri Awas Yojana.

The implementation of the new Abua Awas Yojana is estimated to incur a cost of Rs. 16,320 crore to the state exchequer over the next three years. This housing scheme will run concurrently with other existing initiatives designed to provide housing for the less privileged. In this context, this article will elucidate the reasons for the necessity of the Abua Awas Yojana (AAY), its operational framework, and identify the prospective beneficiaries.

It is noteworthy that Chief Minister Hemant Soren had initially announced the Abua housing scheme on Independence Day, i.e., August 15, 2023.


Jharkhand Abua Awas Yojana Cabinet Approval

Poor people will now get houses constructed by the Jharkhand government under a new Abua Awas Scheme. Not only the size of the houses would be big than the Pradhan Mantri Awas Yojana but even the services would be more. People would be able to live a life with dignity and honor. Chief Minister Hemant Soren has given this information to the media after cabinet meeting on 18th October.

CM mentioned that in every cabinet meeting, several welfare initiatives are launched. In the recent meeting, cabinet has decided to provide houses to the needy ones under Abua Awas Yojana.  

Along with this, a new scheme namely Mukhyamantri Gram Gadi Yojana to enhance rural connectivity would be launched. This MGGY scheme would benefit particularly old age persons, women, students, freedom fighters. Around 1 crore people would be benefited from CM Gram Gadi Yojna. In cabinet meeting held under CM’s leadership, total 29 proposals were approved.

Number of Beneficiaries of Abua Awas Yojana

Around 8 lakh people in rural areas would benefit from Abuaa awas yojna. It would run separately from PMAY housing scheme and would primarily focus on providing houses to homeless people.

CM Announcement on Abua Awas Scheme 2023

While announcing the Abua Awas Yojana on the Independence Day (15 August 2023), CM Hemant Soren said that the state government would spend over Rs. 16,320 crore under the scheme in the next three years. In this new housing scheme, the state govt. will develop and give 3 room houses free of cost to poor and needy people.

CM Soren said “We had promised to provide houses to the poor. Today, I announce to launch the Abua Awas Yojna. Under the scheme, we would provide 3-room houses to the needy. The government would spend over Rs. 16,320 crore under the scheme in the next three years”. 

The Chief Minister added “The PM Awas Yojna is set to end by March 2024. The Abuaa Awas Yojna would be fully funded by the state government. Under the scheme, the state government is estimated to provide housing to around 8 lakh people in the rural areas”.

Several applications are pending in the state for houses under the PM Awas Yojna, all of whose applications remain pending under that scheme and all possible new beneficiaries would be covered under the Abau Awas Yojana put forth by CM Soren, said an official. Providing 3 room houses to the needy was an electrical promise of the ruling Jharkhand Mukti Morcha (JMM) in the 2019 assembly elections.

Fund Allocation for Abua Awas Yojana in Jharkhand

For Abua Awas Yojana, Rs. 16320 crore would be spent by the Jharkhand state government. After rejection of proposal of sanctioning 8 lakh houses under central govt’s housing scheme, Jharkhand state govt. has approved its own abua housing scheme.

House Details in Abua Awas Yojana

  • In Abua Awas Yojana, pucca houses shall be constructed having 3 rooms, 1 kitchen and 1 bathroom.
  • The total constructed area would be atleast 31 sq.m.  
  • The provision of 3 clean rooms and clean kitchen is made to ensure people live in hygienic conditions.  
  • Eligible beneficiaries will get an increased assistance amount of Rs. 2 lakh for construction of houses under Abua Awas Yojana.  

साथ ही, लाभार्थी को महात्मा गांधी ग्रामीण रोजगार गारंटी योजना (मनरेगा) के तहत अपने आवास के निर्माण के लिए वर्तमान मजदूरी (समय-समय पर संशोधित) दर पर अधिकतम 95 अकुशल मानव दिवस के समतुल्य आवास योजना अंतर्गत आवास निर्माण हेतु प्राप्त होगा। Notably, all houses built under AAY will be mandatorily registered on the name of the women in the beneficiary families.

Eligibility Criteria for Abua Awas Yojana

  • Applicant must be a permanent resident of the Jharkhand State.
  • The applicant must be residing in any rural area located within the territory of the Jharkhand state.
  • He / she must not own a house in their name in any part of India.
  • Even the left out beneficiaries of PMAY housing scheme and other homeless people would be included in Abua Awas scheme. 

Exclusion in Abua Awas Scheme

  • People owning four wheeler or a fishing boat;
  • People owning three or four wheeler vehicle used for agricultural purposes;
  • People working or retired from government or semi-government jobs;
  • Any member of the family elected as a public representative;
  • Any income tax payer;
  • Any person paying professional tax;
  • A family having a refrigerator;
  • A family having a 2.5 acre of land with a minimum of one irrigation equipment, or having 5 acres of irrigated land.

Need for Abua Awas Yojana

Existing government schemes at the union level, such as Pradhan Mantri Awas Yojana Gramin and Ambedkar Awas Yojna, have been in operation for an extended period. According to state government data, 16 lakh families have availed benefits under PMAY-Rural, and 50,000 families have been assisted by the Ambedkar Housing Scheme since Jharkhand's formation in 2000. Despite their presence, these initiatives have not been able to encompass all eligible beneficiaries.

Starting from 2016, the state government had been utilizing SECC (2011) data for beneficiary identification. However, issues arose, and in November 2022, Jharkhand Chief Minister Hemant Soren and Minister of Rural Development Alamgir Alam, in February 2023, communicated to Union Minister of Rural Development Giriraj Singh that approximately 8 lakh eligible beneficiaries were excluded from the housing schemes. This list included 2 lakh beneficiaries wrongly marked as 'not eligible' in the database, among other discrepancies.

Despite repeated appeals and discussions between CM Soren, Alam, and the Union Minister, their requests to incorporate these eligible individuals into the existing housing schemes were not acknowledged. Consequently, the state opted to establish its own housing scheme.

How to Apply Online for Abua Awas Yojana

As the scheme has only been announced yet, so there is no information regarding apply online process. The state govt. may invite Abua awas yojana application / registration form at the Jharkhand govt’s official website or at a new dedicated portal. As soon as the application process begins, we will update it here.
